Plausibility check of the Thai Rice NAMA Support Project

As indicated in the project name, IPC conducted a plausibility check of the so-called Thai Rice NAMA Support Project’s financial cooperation component and the appropriateness of the proposed financing mechanisms.
In close cooperation with an experienced climate finance expert who had worked before in this function for several years at one of the large IFIs, IPC delivered expert support to assess the plausibility of the proposed project concept and plan for implementation, including the evaluation of the project´s market conformity and it´s concessionality.
The following aspects were particularly considered:
a) Market environment of the proposed project, b) Objective and relevance of the financial mechanism in the project context, c) Effectiveness, efficiency and sustainability of the financial mechanism in the country context. d) Innovation and replicability of the financial instrument(s), e) Risks and assumptions, f) Justification of requested support from NAMA Facility
