The Global Climate Partnership Fund (GCPF) was set up to mitigate climate change by reducing greenhouse gas emissions through investments in energy efficiency (EE) and renewable energy (RE) projects, primarily via financial institutions. The aim of the GCPF is to save energy by reducing projected greenhouse gas emissions at least 20% in all energy efficiency projects financed and by targeting small- to medium-sized renewable energy projects that are beyond the reach of traditional renewable energy financing providers.

GCPF contracted IPC to support Nam A Bank, a regional financial institution operating primarily in Central and Southern Vietnam, in building up its green lending portfolio through a credit line focused on energy efficiency and renewable energy (EE/RE) lending.

IPC provided technical assistance (TA) to Nam A Bank in implementing the following tasks:

  • conducting a market and competitor study including the potential for co-operation with equipment manufacturers
  • analysing the individual market for up to 5 pre-determined technologies
  • developing a pipeline of potential clients and suppliers
  • developing a green lending strategy and action plan
  • conducting a loan portfolio review in order to identify potential EE/RE clients
  • supporting the development of dedicated green loan products
  • supporting the bank in developing an EE/RE lending strategy for retail and commercial clients
  • supporting the definition of a marketing strategy
  • reviewing and adapting the bank’s existing policies, procedures, forms, etc. to incorporate EE/RE lending
  • developing a green finance policy for lending under GCPF
  • developing a training concept for lending staff
  • monitoring the implementation after product launches and support adjustments
  • conducting exploratory energy assessments
