KfW planned to enter the vocational education and training (VET) sector in Ukraine with the project “Vocational Education and Training in the Eastern Partnership” (financed by the Federal Ministry for Economic Cooperation and Development, BMZ). The project was proposed to work in parallel to the infrastructure component of the EU financed action “EU4Skills: Better Skills for Modern Ukraine”. The project was planned to contribute to the modernisation of the VET system in Ukraine, making skills development demand-driven and responsive to labour market needs. Additionally, the proposed project focused on improving the infrastructure and the equipment of VET schools in Ukraine in order to create “Centres of Excellence” of high quality and broad impact. In this context, IPC was selected to conduct the feasibility study for the proposed project.

IPC’s experts implemented the following tasks:

  • conducting an analysis of the VET sector
  • conducting an assessment of the potential of preselected VET schools to become a Centre of Excellence
  • assessing the investment and assistance needs of the most promising VET schools
  • liaising with the Ministry of Education
  • drafting the overall project, including the set-up, logframe, a timeline and financing plan as well as concrete proposals for investments in equipment, infrastructure and assistance for up to 5 selected schools
  • conducting a (restricted) environmental and social impact assessment (ESIA) of the planned measures
