AFD contracted IPC to conduct a study involving the mapping of private agricultural and rural financing needs and of the opportunities in Africa, Asia and Latin America. This assignment also comprised a study to determine the feasibility of financing the identified needs through local financial institutions. More specifically, the study assessed the potential in the short to medium term for setting up AGReenFi programmes (sustainable agricultural and rural financing) to support small-scale farmers, very small, small to mid-size financing needs in agriculture, forestry and rural areas. The sample countries in Africa, Asia and Latin America were defined by AFD.
IPC’s experts implemented the following tasks:
- mapping of the need for financial and technical support in agriculture and rural areas in selected countries (Armenia, Azerbaijan, Bolivia, Brazil, Burkina Faso, Colombia, Costa Rica, Ecuador, Côte d’Ivoire, Nigeria, Togo, Tanzania, Uganda, Uzbekistan)
- providing an overview of the local environment/energy and banking sectors, and the economic and regulatory context
- conducting a preliminary analysis of market potential
- mapping information and decisions on the countries and themes to be targeted later in next project phase
- conducting on-site market studies in: Armenia, Brazil, Colombia, Côte d’Ivoire, Uganda
- assessing past and ongoing interventions and the market context
- assessing potential local financial institutions to join the programme
- assessing the demand side of rural and agricultural finance
- identifying and assessing local partner institutions to provide technical support
- providing study reports, including recommendations on programme implementation
- conducting dissemination workshops in each of the selected countries
